国内出具的出生公证如何办理中国大使馆的认证？

儿子15岁，中国公民，已有绿卡。在阿拉巴马州办理driver permit.
要求大使馆的认证的出生证明。原文如下：

Required for all 15-year-old applicants under title 36-6-8(b). Foreign_born applicants must have their birth certificate translated into English and certificated by the Embassy of the country of issuance unless they have obtained a US passport, which may be used to prove their date of birth
