关于在美国领养侄女

知道这里高人很多，所以到这里讨教。
我侄女11岁，持B2签证到美国，I-94 六个月，我是绿卡，老公是公民，我们想领养她，孩子的父母（我弟弟）也非常同意。我想在美国办领养手续，然后申请移民。我咨询了一些律师，有的说能领养，但开价从两千到五千美金不等，有的说不能领养。我想问一下这里的兄弟姐妹有没有类似的经验，我可以参考，谢谢！
