知道这里高人很多，所以到这里讨教。
我侄女11岁，持B2签证到美国，I-94 六个月，我是绿卡，老公是公民，我们想领养她，孩子的父母（我弟弟）也非常同意。我想在美国办领养手续，然后申请移民。我咨询了一些律师，有的说能领养，但开价从两千到五千美金不等，有的说不能领养。我想问一下这里的兄弟姐妹有没有类似的经验，我可以参考，谢谢！
-Since 2008, USCIS has changed the adoption rule. China is one of the Hague Convention countires. Based on the New Hague Adoption Convention, you can not adopt the kid within U.S., but the kid can go to China and then, you can adopt her (the kid does not need to live with you for at two years). The GC application through adoption is somemwhat complicate, so you had better find a professional lawyer to help you.
