-Correct. If you think you can not get the PERM approved in time, you need to change your H1 status to other status e.g. H4, F1, etc. or leave U.S. before your 6 year h1 limit expires. Then, wait for the PERM approval or pending > one year, and then you can change your status back to H1 or return to U.S. with H1 visa, then do the h1 extension beyond the 6 year limit.
