逾期者，同时申请130，131（回美证），等绿卡到手之后，再使用回美证，是否可以？【逾期达 180 天 -> 不能入境 】难道有回美证也不能入境吗？
还是，逾期者必须在绿卡到手之后才能申请回美证？
