是不是收到receipt他们就可以合法在美国了？
-Correct. They have to fiel MTR within one month after teh I-485 was denied.
除了reopen以外，1.他们需不需要申请H4作为backup？
-Not need. But up to them. Because they have no non-immigration status, they only can apply for the h4 visa outside U.S. (e.g. China) to come back to get the H4 status and they have no problem to get the h4 visa.

2.还有人说可以告移民局，要file什么材料？这样可以吗？
-Please do not waste your time to do that (告移民局). Just file MTR (Form I-290B) and everything will be fine.
