CBP couldn't make decision at the time when traveler(s) came back from overseas. You and your case would be deferred by CBP, so it's not your decision to go to their office. In some cities the deferred inspection office is at the airport, but It shouldn't be for issuing I-94 for COA unless they made a mistake on your I-94 when you came in. Are you sure your situation was the same as his?
