请问皮大师，你的博文这一段什么时候可以使用？

如果居民组办事处或者派出所，给我开了个《证明》（比如祖父母名字），我可以按你的下面的办法处理吗？如果不行，你的这个方法什么时候可以使用？

[申请人提供的支持文件，如果不是英文，必须附上英文译本。
译件不是必须由什么翻译公司来弄，任何 qualified 的个人 (including yourself) 都可以。在翻译之后，译者只需签署一份声明即可：

I [ PJiang ], certify that I am fluent (conversant) in the English and Chinese languages, and that the above/attached document is an accurate translation of the document attached entitled [ Title of Document ].
