请教863211老师，PJIANG老师和各位大侠，关于I-290B

最近485被拒，原因是NSC把I-485的RFE寄到了律师的旧地址（律师收到了更新地址的确认信），导致我们没有及时回复RFE。现正打算交I-290B for Motion for Reopen/Reconsideration. 不幸的是，帮俺交485的律师因为换了工作，目前不再是active attorney, 所以没法帮我交290B，又来不及再找新律师，只好自己上阵了。

关于Motion for Reconsideration, I-290B的表上说：
The Motion must be supported by citations to appropriate statues, regulations, or precedent decisions.

请问俺的情况应该引用哪些法律条文？或者应该去哪里查相关的条文？
