关于Motion for Reconsideration, I-290B的表上说：
The Motion must be supported by citations to appropriate statues, regulations, or precedent decisions.
-That means your Motion has to be related to a specific case decision or regulation made by USCIS, and it does not mean you need citation to a specific law to file the Motion. In your case, it is related to your I-485 denial and so you want to file the Motion to require the case reopen or reconsideration.
