Form F1 to green cards, they do not give up their green cards thus do not need to apply F1 again. But, if you are H1 applying greed card (immigration intent), for some reasons you need to apply F1 (no immigration intent), it will be difficult!? My parents’ case is similar at this point. Anyway, I will let them try. I just want to prepare it incase the officer ask them. Thanks!
