我的浅见：如果硬要咬文嚼字，可以这样理解。I-131（申请AP的表）上是这样写的：

Advanced parole is an extraordinary measure used sparingly to bring an otherwise inadmissable alien to the United States for a temporary period of time due to a compelling emergency.

第三页B1还写道：

You may apply if you have an adjustment-of-status application pending and you seek to travel abroad for emergent personal or bona fide business reasons.

所以这并不意外，虽然事实上许多的旅行并不是出于紧急情况，进关时也不是人人都碰上这样的情况。

不必太生气，生活中很多事情都是个概率，只要你还是平安进来，就尽快忘记这件小事。以后再遇到同样情况，知道怎样应付即可。Get on with life.
