你说得不对。J1可以转F1 without a waiver. Trust me on this.

让她赶紧找个学校，本校或其它学校都可以，既然要转学生，就得有个学校给她录取。有了admission，她就可以去学校的ISSO(International Student and Scholar Office)去申请新的I-66(for J1) or I-20(for F1)。

但请注意，即便是从J1 scholor转J1 student，虽然不需要waiver，但也是要报上去移民局批的，所以有可能被拒。拒了的话会被要求限期离境，但可以在美国境外的签证处再次申请J1/F1 visa（still without a waiver if within 2 years)。
