NIW无RFE直接被拒，MTR求助

我的NIW去年七月filed to TSC。 最近收到通知直接被拒，没有RFE.

Background:

Big ten US Ph.D 2006
Now postdoc at US east coast US medical School.
At the time of filing:
4 papers, 2 1st, one 2nd and one 4th,
only 5 citations,
no award, no media reports.
5 reference letters, from journal editor, society chairman.
Sigma XI 和ASBMB member

现准备file Motion to Reopen or Reconsider,
现在的条件是:
Added 13 more citations,
two new first author paperes published
reviewed 6 times for a good scientific journal
More reference letters, stronger support (4 independent, 1 institute director)

我的问题是有关petition letter:
1. 是否应该提及没有收到RFE就直接被拒。如果是，有没有案例或者条款可以引用，在被拒的信上IO明确同意我的条件qualify,但是没有建立起我比其他所有的人，尤其是美国人要优秀很多，和为什么不能走labor certificate.

2.有没有可用的petition letter 模版，专门针对类似MTR,愿意重金悬赏（发悄悄话联系）。

希望站上的大拿帮忙分析一下，不胜感激。
