Since you have no status at the present time, you will have to wait for H-4 approval to get approval of H-1b with I-94. You may print H-4 application status online to respond RFE by deadline if no approval is received by then

Thanks for for post. I filed my H-4 last Nov. 19th and my previus H-1B expired last Dec. 11th. I still did not receive my H-4 actual approval notice by mail yet. Any suggestion?
