Since he will travel outside US, I blindly don't see any need for him to file EOS of H-4.

No matter he files I-539 for H-4 extension or not, he may not be admitted after trip, since his current I-94 expiration. unless your H-1 has been approved.

The best think he can do is to apply H-4 visa, with your approved H-1 of another 3 yr.
