请教: NIW 140 补充材料 (RFE)

NIW 是不需要走劳工卡程序的， 我被USCIS TEXAS Center要求说明 "若走劳工卡程序，将对美国国家利益会有不利的影响"。我应该如何或从哪些方面说明？
