I am not sure. It seems the company promised him to apply H1B and have paid the 1000 rush fee. But my friend told me the company didn't sign yet. Is it possible that this application taking time so that even though my friends worked there for one month, they still not get time to do so?

Or the company must have done the H1B application before my fiend's first day working? BOW!!!
