prepaid phone card in citibank

My parents plan to apply for B-2 visa in Beijing, but I don't know how to buy the prepaid phone card from citibank to make the appointment. My parents'place doesn't have the branch of this bank. Could someone tell me where to buy this phone card so that I can call to the voice center to make an appointment? Thank you very much.
