in google, type in key words: american conculate in china. you will see the webpage from there. after you entering the webpage, find on the top of the screen, new announcment etc. You will be able to find the info that can direct you to the right site to purchase the phone card. Yestoday I tried, but it is busy or something. I do not know if they are fixed now. Also, they are talking about citic bank not citibank. You will see anyway from that site. Good luck.
