地区号为402的是NSC的，但是fax的文件只有在被认为是emerency时

才会被接受，也就是 说，如果处理fax的官员认为你的情况并非紧急，fax过去的东西就会直接进垃圾桶。所以 fax并不能代替写信。
写信如果用 receipt return mail,会收到有移民局 盖章显示收到时间的收据，应该是比fax更好的 reopen证据
