Oh, the reason is simple: If the consulate ask more document from you, it maybr delay course. If they know you already in the China, maybe they will refuse to do extension for you. By the way, mail passport is a dangerous event.
we prefer extend passport in consulate out side of China, the reason just because that it may be easier. because in China, sometimes those person may create some trouble on purpose. If you are easy to obtain a new passport in China, why do not want to have one directly, you will keep your old passport. It is much better than send passpor to USA and send it back again to you.
