因为一旦填了 I-140 (雇主也好，自己也好)，移民局还没收到申请也好，自己还没收到 Receipt 也好，或还没 Approve 也好，或拒了也好，都应看着是［开始］申请过了移民签证。(At this point, you should answer "Yes" to Q36 on DS-156 if you apply a visa @ consulates overseas.)

这便是拙文将 ＂Have you ever before applied for permanent resident status in the U.S.?＂ 的答案由 I-485 变成了 I-140，更为苛刻了。
