there are two concepts here:
1. petition for immigration
2. apply for immigration visa or ajustment of immigration status

140 refers only to 1, not 2.

so even if you applied many 140 but never 485/cp due to VB backlog, this answer is still no. otherwise, cis will consider you have another 485 denied or pending. This is the whole purpose of this question.

If they are interested in asking your 140, the question would have been the same as DS-156.

for DS156,the question ONLY refers to 140, neither Labor Certificate nor 485/cp
