这样的公证对办理移民无效，因为结婚这一事实发生在中国

美国公证员无法证明这一事实的真实性，最多只能 证明翻译者的签字属实，显然仅仅翻译者签字属实不能证明结婚文件的真实性
必须要中国政府公证处出具的翻译公证才有法律效力
