My experience was exactly the same as yours. The Canadian INS officer refused to inititate maple card application for me and asked us to do that when we really move to Canada. But I got that without going to Canada again.

You can enter Canada from US using your landing paper. However, if you want to go to Canada from China, you have to get your maple card.
