I don't know. It depends on the personnel. If the officer doesn't believe that you are really coming to stay in Canada, he/she might not inititat that for you.
还有如果相片不合格是不是还要回去补拍。
Yes. But you could wait and see. You are not going to lose your permanent residency status in 2 years. So within these 2 years, you can always get in with your landing paper and apply for maple card there (you have to pay the fee though). So it is up to you still.
