Ｉ－１４０是老板签字就可以了

我是postdoc, 办outstanding researcher

请问，Ｉ－１４０是老板签字就可以了，
还是一定要有头衔的人签字．我的老板是 Distinguished ＰＲＯＦＥＳＳＯＲ，
