It is almost impossible. Mostly the reviewers and ad hoc reviewers are selected by the chief editor.
But if you are really really good in your area and believe they might have ignored you due to negligence, you can always try to talk to the chief editor. But honestly that chance of getting on board is 1 in a million.
No offense. But since you even do not know how it works, the impression is that you are not good yet in the area.
