兔子, 你好, 昨天问的有关J1 renew和递交140的问题

我给主管部门去信，今天收到回信，下面是原文：
“Filing an I-140 petition will make you ineligible for continued J-1 status.”
如你所说，renew J1 并不再需要移民局审批，只是主管部门同意即可。那么如果我递交了140，而且在我的新J1生效之前140被批准了，移民局是否会通知主管部门，从而取消我的J1签证？主管部门能否查到我的140审批处理情况？
还有就是，她没用illegel，而是用ineligible，是否二者有什么法律上的差别？是否就是一句官话？
