请大家看看我分析的对吗?

移民局迟迟不批准大家的绿卡申请,其中的原因我认为:
大量的申请人有几十万吧）每年要重新申请一便EAD(只有少部人除外) 和AP,一年$350-$360（其它国家的申请人暂时不提）。
批准大家的绿卡申请后，上述的费用移民局就收不到了。所以他们就用背景调查，姓名调查来搪塞申请人。不知道我说的对不对。强烈欢迎大家的意见！
