请教：如何让stepson一起file 485?

我的140刚批，要等排期，但我想知道如何在file 485时把stepson加进来。

他不在美国境内，我知道最好的办法是让他签H4来美上学, 然后在美国境内和我们一起递交485。但到我们file 485时也不一定会在境内，这要和我LG的ex谈。

如何我们给他申请，但他在境外，那是不是要去广州领事馆面谈？另外，他都要些什么公证？
