Can we apply for GC? Thanks!

I would like to know if we could apply GC by ourselves.
My hu*****and is working in USA with H1B, Myself is with H4. He is British and has two British degrees; one is PHD degree in Computer science and another is Master for Computer Animation. I am Chinese. His is now working for one of the biggest Visual effects company. His job offer is more based on project. Due to the nature of his job it is unlikely his company will apply GC for him in a short term. My question is: 1) Can we apply by ourselves? 2) How long does it take for the whole process according to your experience? 3) As a Chinese, my waiting time will be longer than my hu*****and's? 4) How much does it cost?
