野兔向小白兔请教:怎么才能从NC怪圈儿里出来?I485 PENDING 3YEARS!!!

I FILED I-485 3years ago and fingerPrinted 2 times in 2003 but until now I am still in PENDING. I called 800 No. May last year, I received a letter saying: Your case has been delayed due to our lack of manpower to complete the background cheking process on time.Last week I went to local congressman office for helps. They called the VSC and informed me: Your case is still pending only becasue 1.Fingerprint has expired,2,NC is not cleared and VSC is still working on NC. Congressaman office also told me that that they can not do anything regarding the background-checing issue.
Based on what I knew, USCIS does not working on NC but FBI does.It seems like that the case will never be reopen again while I can do nothing but continue to wait and wait indefinitely. Any body can give me some sugestions?
