请Xiaobaitu等专家帮忙！NIW推荐信一定要有政府部门的吗？

打算申请NIW(DIY),找人写推荐信太难了.共找到了7封，5封来自大学(Berkeley, Stanford, UCSF, Johns Hopkins等)，全是教授, 一封来自国外非营利研究机构的教授, 一封来自公司。怎么也找不到政府部门的，好发愁啊！打算先递上申请，会不会被据？

我的背景：
中国Ph.D.
15篇journal paper,其中国外11篇（8篇第一作者), 国内4篇全是第一作者.
70 citations by others on the 11 international journal papers
其中2篇第一作者paper被review paper标为"of outstanding interest"
1 speaker award from the international meeting

请各位专家给点建议吧。
