沒 有 這 樣 的 規 定 ﹐ H1B 是 直 接 向 INS 申 請 的 ﹐ DOL 只 是 提 供 一 個 薪 資 參 考 ﹐ 很 多 H1B
申 請 人 根 本 沒 有 經 過 公 開 招 聘 。
