There are higher risk because you can't appeal to the
decision of VO,if he/she refuse your immigration visa
application.In USA,you may appeal to the Adminstration Unit of USCIS in Washington DC for an I-485 denying case,even sue USCIS in a U.S district court(federial vcourt),if you win,the USCIS have to issue your green card.
