Need help to appeal NIW at NSC

My NIW was denied in Nov, 2005 at NSC (filed in June, 2004; RFE in May 2005; respond to RFE in Sep, 2005)

The denial letters : While the evidence indicate that the alien is a talented individual who is making contributions in his present role, it has not been explained why the labor certification process is inappropriate. The petitioner is no doubt vital to the project, but the petitioner's H1B visa can assure his continuent participation in the project.

I am planning to appeal. How should I do this?
