求ImmCanada有关移加问题，谢,急！！

I am L1 visa in US. I will be here for 2-3 years. I have been here for 6 month. Maple International helped me to apply immigration canada in Aug. In Sep, I have first letter. I did not have American education certifacate, and I am bachelor degree in China. I was told by Maple that I need to take English test(雅思)and submit the score within 120 days. My questions are:
(1) I have already submitted 2 recommendations for my english proficiency, why they still ask for the test? what will be the worse result if I did not have the test score?
(2)Will my case still be processed without English test score?
(3) is it the same thing to be exempt from English test and be exempt from interview?
(4) If I go back to China before 2nd letter, what should I do?
Maple told me that my pre-assessment score is 72.
