1. Why recommendation letters? What they need is your statement and explaination of your language capability that meets all standard of the level you are proposing. The reason of requesting IETLS test could be lacking of evidence. If this is the case, send them a letter explaining your language capability followed the instruction.

2.Depends on how they judge your language marks. If you propose certain level, HIGH for example, of your languge to reach the pass mark and VO doesn't think you meet the standards of that level. You case will not be processed further or will be denied if you don't respond.

3. Don't understand your question.

4. If you change your address, it's mandatory to notice the Consulate.
