(1). You can alway file 140 for your NIW.

(2). However, since you can NOT file 485, if
you want to change job, you have to apply
for a new H1. Since niw is not job-sponsored,
you can always change job even before it
is approved.

You can file NIW 140 today, and change job
tomorrow (as long as you are in the same field).
