H4 孩子申请上大学

我有一个持H4签证的孩子将在２年后高中毕业，本人的LC申请巳递交近十八个月，现仍无音信．请问各位,如果到孩子毕业时，我们还不能拿到Ｉ－１４０．孩子该如何申请大学？孩子学习很好（stayed on High Honor Roll for two years in one of top 100 US high schools)，如果不是身份原因，在正常情况下拿奖学金没问题．可是现在该做些什么准备哪．．．．．？非常感谢你能分享
