NIW申请绿卡，同时递交140和485必须赶在10月1日前吗

刚刚听人议论说，如果想用NIW申请绿卡，必须在10月1日前交出I-140和485，10月1日以后就不能同时递交了，要等140批准后再递交，是吗？谢谢诸位！
