retrogression,my attorney say

Retrogression is not good news for anyone! We can continue with your PERM
and then the I-140 Immigrant Petition, but once we get to that point, unless
there are visa numbers available, you wait. The laws could change, or they
could add more visas available.

At this point, though, it is thought that
dates will even further "retrogress" once all of the pending labor
certifications at the backlog reduction centers are processed. There are
many labor certs at the BRC that have priority dates before the cut-off
dates for the visa numbers. Those additional cases will cause the cut-off
dates listed for visas to go back even further.
