in our such situation, can my dad still likely get B2 visa approved?

My mom went back to China on her B2 visa timely on the first time. On second time, I applied extension of her stay, but got denied, and she overstayed about 5 months. Can she still likely get B2 visa approved now?
-She may have a problem due to her overstay, but just try and you never know. Of course, she needs to find some kind of excuses to justify her overstay in case the VO asks this question.
