Can My Dad still get B2 Visa approved although our H1B is gonna

Our H1B is gonna expired end of Sept. My dad came U.S once and went back to China timely. The second time, he got B2 visa approved, but he didn't come here. That was one year ago. For right now, in our such situation, can my dad still likely get B2 visa approved?

My mom went back to China on her B2 visa timely on the first time. On second time, I applied extension of her stay, but got denied, and she overstayed about 5 months. Can she still likely get B2 visa approved now?
