急问：H1B的transfer和extension的问题

我现在持H1B在一所大学里工作了2年。我现有的H1B是Cap-exempt的有效期到今年12月14号。现在我要换工作到州政府工作。它是属于Cap-Subject Employers。我的问题是:
1）我现在是要做H1B的transfer是要在4月1号后提交，10月1号才开始生效吗？我什么时侯能开始新的工作呢？
2）我transfer的H1B有效期能到什么时候？ 是从10月1号到12月14号吗？还是有三年的有效期从今年10月1号到2013的9月30号？
3）如果是从10月1号到12月14号；我还得接着做H1B的extension，我什么时侯能file我的H1B的extension呢？是等transfer的H1B被approved了；还是要等10月1号以后？ 有没有可能H1B的transfer和extension合起来一起file, 或一个I-129呢?

眼看4月1号就要到了十分焦急，请各位有经验的老师麻烦帮助解答，万分感谢！！
