urgent help needed: H1-B application in Canada

Sorry I could not type Chinese here.
My firend is in I485 pending for almost a year now and he has been working with EAD during the same time.
Since he's concerned about the I485 case, he decides to apply for H-1B ( he never got H-1B before ). The company starts applying the H-1B for him and also recommends him to apply for H-1B visa stamp in Canada.

Could you please clarify some questions to us:
1 ) Is it necessary to apply for the visa stamp abroad? I thought most of the F-1 to H-1B holder get the H1-B status within States?
2 ) If he has to apply the visa outside of States, is he allowed to apply in Canada/Mexico, or he has to apply for it in China?
