Could you please clarify some questions to us:
1 ) Is it necessary to apply for the visa stamp abroad?

I thought most of the F-1 to H-1B holder get the H1-B status within States?

2 ) If he has to apply the visa outside of States, is he allowed to apply in Canada/Mexico, or he has to apply for it in China?
