A NIV applicant may have to pay for the designated courier in advance. The courier will deliever the passport within a business day or two. The applicant is supposed to track the package on line. If the applicant does not receive the package, he may pick it up at the courier's location.
You may inquire the consulate for more details if there is no attorney representing you.
